HARPP Program Catches On! |

It wasn't too long ago that Greenville County Animal Care Services launched an innovative, albeit seemingly controversial, program designed to do one simple thing... reduce reliance on euthanasia as a method of population control. What started as a little test to see if rescue groups would respond has swelled into the state's most successful rescue transfer program! They call it HARPP: Humane Animal Rescue and Placement Program.
